Nominations and applications are invited for the Procurement Services Director at Southern Illinois University Carbondale.  The Procurement Services Director reports to the Executive Director for Finance.  This position is responsible for developing and administering Procurement Services policies and procedures; soliciting, negotiating, and reviewing vendor contracts; developing and informing University faculty and staff on procurement policies; and assessing and implementing new procurement statutes, polices, procedures and methods.  The Procurement Services Director oversees over $100 million in the purchase of goods and services. 

Founded in 1869, SIU Carbondale is the flagship campus of the Southern Illinois University System. With more than 11,000 students and more than 3,000 faculty and staff, the Carbondale campus offers a full range of doctoral, master’s, bachelor’s and associate degrees in addition to professional degrees in law and medicine. It is a diverse, student-centered, research-intensive university that has earned national recognition for its teaching, research, service, civic engagement, and commitment to diversity and inclusion.  It has an overall budget of about $350 million, not including the School of Medicine.

Sixty miles to the south of Carbondale is the historic confluence of the Ohio and Mississippi Rivers, the two forming the border of the southern tip of Illinois. Just six hours south of Chicago and within easy driving distance of St. Louis, Memphis, Nashville and Indianapolis, SIU Carbondale draws students from the Midwest but also from nearly every U.S. state and nearly 100 nations.

  1. Develop and administer Procurement Services policies and procedures. 
  2. Provide reasonable assurance that the University is maintaining accountability, compliance with applicable federal and state statutes, as well as Board of Trustees' policies, as they pertain to the procurement of goods and services.
  3. Solicit, negotiate, and review vendor contracts for goods and services. 
  4. Assist in the negotiation, facilitation, implementation, and contract administration and management of Illinois Public Higher Education Cooperative (IPHEC) contracts. 
  5. Participate in IPHEC quarterly meetings, monthly teleconferences, and in evaluation committee activities. 
  6. Accountability and compliance with the Illinois Procurement Code, Illinois Higher Education Procurement Rules, and policies of Board of Trustees of Southern Illinois University.
  7. Develop and inform University faculty and staff on procurement policies, regulations, and procedures. 
  8. Develop and update Procurement Services website and manuals. 
  9. Analyze purchasing transactions and vendor performance. 
  10. Review summary expenditure transactions to determine the statutory requirement for formal bids. 
  11. Periodic evaluation of vendor’s performance for renewal of contract. 
  12. Direct, administer and make determinations regarding non-compliance of transactions related to the university’s procurement card program.
  13. Provide direction, guidance, and action for non-compliance transactions to the Procurement Card Program Administrator, as it pertains to P-Card policies and procedures.
  14. Provide reasonable assurance of financial accountability, compliance, and internal controls over the Procurement Card Program transactions.
  15. Assess and implement new procurement statutes, policies, procedures, and methods. 
  16. Maintain current knowledge of new statutes and technological advances affecting financial and management operations of public higher education. 
  17. Comply with new statutes and improve the efficiency and effectiveness of business operations.

Bachelor's degree in Accounting, Finance, Business Administration or related field and five years of purchasing experience in a Public Education Institution or Illinois State agency, including personnel and contracts management; or a Bachelor's degree and ten years purchasing experience in a Public Educational Institution or Illinois State agency including personnel and contracts management.  In addition, a minimum of three years of supervisory experience is required.
